I think the best way to develop and debug an application is by using an application of the same nature and running in the same environment. For example, Eclipse or Netbeans are Java based applications that are used to develop and debug Java applications.

Therefore, I think a Dojo based IDE, to develop and debug Dojo applications, that is running in the same environment as the application being developed, is a better option than IDEs that run in other environments.
