[dojo-contributors] Odd XHR error.... (someone else asked about this on IRC yesterday too...)

I believe Jeffg was asking about this on IRC yesterday and I'd said I'd
never seen it before... and voila.... it happens today.

Error: Unable to load /?op=blank status:0 status=0bootstrap.js (line 660)

This error fires immediately im some cases regardless of the timeout delay
(possibly because server is momentairly down?)

Is this an expected error code or some oddity?
