Am I able to install Dojo outside my /public_html directory? If so, how can I include dojo's files in my PHP site project?

Dojo's just like any other bunch of JavaScript
You can put it anywhere in your project. Just point your script tag at the right path when you move your root dojo directory and everything should work.
